The Best Online Casino Must Have a Secure License

Clearly our referrals lead us to casinos licensed and doing business under a valid gambling license that we are sure that we do nothing else than the most reputable casinos. This way, they will comply with the licensing terms and conditions imposed by the licensing authority that they are issuing the license to them. Generally, the biggest and most famous casinos are subject to European Union licenses meaning that they also comply with the European Union laws.

Gambling is tightly regulated and in most of the important jurisdictions there is the regulator that looks after such a matter. In fact, this is one of the main areas where the regulation is meant First and foremost to protect the players. In Ireland, the Gambling Regulatory Authority (GRAI), a relatively new regulatory body, was officially launched in March 2025 based on the Gambling Regulation Act 2024. GRAI gives out both kinds of gambling licenses, online and land-based, covering casinos, gambling, and gambling equipment and game providers.

Since July 1 2026 GRAI has started issuing remote betting licenses and expects in-person betting licenses to be issued from December 2026. Licenses that include online casino games (remote gaming) come under a separate classification, GRAI indicated that these, as well as lottery, B2B, and charitable licenses, will be gradually made available between 2027 and 2028. Before the operator gets GRAI online casino license, the Irish players can still play at foreign-licensed sites as long as such sites are operating in the EU single-market rules.

Licensing rollout:

  • Remote betting licenses: issued from 1 July 2026 (now live) - In-person betting licenses: expected from December 2026
  • Online casino (remote gaming) licenses:* GRAI has shown that they will do a gradual launch over 2027, 2028, there's currently no set date when these will be available for new applications Presently, Irish players still have the access to online casinos of foreign countries (licensed in Malta Estonia Curaao, the UK, etc.) for casino-like games. In principle, the EU singlemarket is based on a level playingfield and free competition, which also has an implication on gambling over the internet.
  • Malta Gaming Authority (MGA): The most trusted and widely acknowledged; it also happens to be the safest!** Score: 5/5**
  • Estonian-License: Even though it's relatively new, it already is attracting quite a bit of interest. Score: 5/5 - Curaao License: While the regulations are getting tougher, this jurisdiction still remains quite far from EUs laws and regulations. Score: 3/5
  • UK Gambling Commission (UKGC): A regulator that has a proud record before and after the Brexit. It is now Yet exclusively valid for the English gambling market. Score:3/5
  • Ireland (GRAI): It is a new regulator which has already started providing licenses for remote betting. Online casino licenses have yet to be decided. Score:4/5 (Good development, but the availability ofonline casino licenses is still under debate)

Why the License Matters

A lot of things hinge on the licensing of any casino to Irish gamblers, and most of them realize only after they've been hurt by a situation or some other unpleasant incident. The most significant benefit you can get out of this difference is not having to pay taxes when you cash out, which is the case for a win from an EU-licensed (e.g. Malta) or Estonia casino game that is played over the internet and taxed in Ireland.

If you win money at an non-EU casino, such as the ones licensed in Curaao, your winnings will have to be declared and taxed as part of your regular income. On top of that besides tax, the type of license will determine the level of protection afforded to you in case of disputes. EU regulators really have to power to act - they can carry out investigations, freeze players' funds, and revoke licenses. However, regulators of offshore licenses can do little, their powers are minimal. License is not just something you can find in the fineprint when choosing where to play at is your choice. it is a fundamental support for your protection against disputes.

We recommend that you only play at those operators who are holders of MGA or Estonian licenses. The first mentioned is a Maltese Gaming Authority. these casinos will offer most favorable customer player rights protections and give Irish players free of tax winnings. When the new body GRAI starts granting online casino licenses, the Irish-licensed operators probably will protect their clients similar way - we are going to revise the list and clarify the tax matters once the new regime gets final approval. Do you want to make a new gaming platform your base of operations? Always make sure to find out where the license jurisdiction is before you send your first funds. Checking the footer on the site of any well-known casino, be it a big name or a hidden gem, can quickly tell where they are authorized to operate.

Aviator is a popular game that was created by Spribe - a games publishing company from Estonia. It was made available to players back in 2018 after having been released for beta testing. Top Casino Payment Methods in Ireland

Irish players are quickening their change to instant payment solutions. Mobile wallets, for instance, are now responsible for around half of all contactless payments in Ireland, and these payment means grow double digits per year. In contrast, the conventional bank cards, although they are still a preferred option for many, are limited by the withdrawal time period of 1, 3 days. Below are the payments systems changing the ways Irish players make funds and cash their money.

  • Debit cards (Visa / Mastercard) Most popular method; you get funds right away through your debit card but the return of your money takes 1, 3 work days.
  • Digital wallets (Apple Pay, PayPal) Just touch the screen, you are done with the deposit, as biometric verification does all for you; in many cases PayPal returns money in less than 24 hours.
  • Open Banking/Pay by Bank (Trustly, Yaspa) Immediate payment both to and from the bank, with not exposing any card details to the operator.
  • Prepaid Vouchers (Paysafecard) Deposit-only, fully anonymous, and capped at what you load — a strong option for players who want hard budget limits.

How IrishLucky rates online casinos

Every casino on IrishLucky is reviewed by a real person using their own money — not a checklist or a bot. Here's exactly what we look at, how we score it, and how often we update.

How we pick these casinos: Our team registers, deposits, claims bonuses, and withdraws at every casino we list — using real money. We score each site across 5 areas. Only casinos scoring 4.0 or above make the list.

The five rating pillars

No single pillar can compensate for a weak one — a casino must perform well across the board.

Games

25%

Size and quality of the library, plus how well it works on mobile and which software providers are included.

Bonuses

25%

We evaluate value, fairness of terms, and how realistic it is for a real player to actually benefit.

Trust & licensing

20%

Regulatory standing, company history, and track record with players are foundational to any score.

Payments

20%

We measure real withdrawal times — from request to funds in hand — and test the most common Irish payment methods.

Support

10%

We test support ourselves — we don't rely on what the casino claims. Response times and answer quality are both scored.

What the scores mean

4.8–5.0Outstanding
Excels in every area. Among the best casinos available to Irish players.
4.5–4.7Very good
Strong all-round. Minor weaknesses that don't affect the core experience.
4.0–4.4Good
Worth recommending, but with clear areas for improvement.
Below 4.0Not listed
Casinos scoring below 4.0 are not published on IrishLucky.

Scores are regularly updated

Casinos change. Bonuses are altered, withdrawal times shift, support quality varies. We revisit every listed casino at least every 6 months — and immediately when something significant changes, such as a licence update, ownership change, or player complaints spike. If a casino declines, it's removed.
